Corruption is indeed widespread. It is committed by anyone, anywhere, in any project. It seems that all opportunities and loopholes for corruption are exploited to the fullest extent possible, with as much being taken as possible. This is especially true for those in power or with authority.
Corruption is indeed inseparable from power. Power that comes with authority and opportunity. It seems that power, wherever it exists, has been exploited by some individuals to take what should rightfully belong to the public or society. Over time, the amount taken has exceeded half of the budget allocated for the project or programme in question.
