The lack of success or failure of a health program is often caused by the lack or absence of support from decision makers, both at the national and local levels (provinces, districts, or sub-districts). The consequences of this lack of support include low budget allocation for health programs, lack of facilities and infrastructure, absence of policies that benefit health and so on. To obtain or increase support or commitment from policy makers, including cross-sectoral officials, an effort called advocacy is needed.
Advocacy literally means defense, support or assistance for someone who has a problem. The term advocacy was first used in the legal or court field. Someone who is involved in a case or violation of the law, in order to obtain real justice. Referring to the term advocacy in the legal field, advocacy in health is interpreted as an effort to obtain defense, assistance, or support for a health program.
