Empowerment, today has become a national program through PNPM (National Community Empowerment Program), so that there is not a single SKPD (Regional Government Work Unit) that does not have a community empowerment program/activity. In fact, in all provinces and districts/cities, it is necessary to form a special agency called the Community Empowerment Agency/Office.
Likewise, in the village/sub-district government structure, the Village/Sub-district Community Empowerment Institution (LPMD/LPMK) has also been formed. Not only that, in the business world, both BUMN/Private, there is also an obligation to empower the community through social and environmental responsibility programs in the form of the Partnership and Community Development Program (PKBL) in BUMN, or CSR (Corporate Social Responsibility) in the Private sector.
However, the reality shows that the practice of implementing community empowerment is often far from its concept. Empowerment becomes more "deceptive", efforts to develop community independence tend to preserve community dependence on various forms of assistance, soft loans, revolving capital, etc. More ironically, community empowerment programs/activities are often used as a field for manipulation and corruption.
This book is published with the hope that it can be used as a reference for all parties, both bureaucratic officials, politicians, academics, practitioners/facilitators and observers/observers of community empowerment activities in relation to supporting government policies from a public policy perspective.
