True development always places humans as the center of attention or as subjects who play an active role so that development has the characteristics of the people and for the people. In this framework, national development is aimed at increasing community participation in all development processes and activities. To achieve this goal, efforts need to be made to improve the quality of the population as human resources, both in terms of physical, mental, and spiritual aspects (health), intellectual aspects (education), economic aspects (purchasing power), and moral aspects (faith and piety) so that development is carried out with a holistic (comprehensive) approach to all aspects of life.
Human development is distinguished from human resource development which is considered to have purely economic connotations. As human resources, humans are merely viewed as a factor of production in the economic process. In the United Nations Development (UNDP) environment, the idea has developed to emphasize the importance of human development. Two aspects of human development that need to be done. First, efforts to develop human capabilities, namely having the ability to live a long and healthy life expectancy, having the opportunity and ability to obtain education in order to respond to the progress of the times, and obtaining access opportunities in cultivating sources of income, nature, or development financing to improve the standard of living. Second, developing the use of capabilities and increasing participation in productive economic, socio-cultural, and political activities.
