Building a community is not merely introducing and implementing physical projects or disbursing funds and subsidies, but also a movement to change and mobilize the environment so that it becomes conducive to the creation of an independent community that is free from various forms of exploitation. This means that development activities do not only touch on economic and technological issues, but more than that are issues of human dignity and worth.
In this context, community building activities are then closely related to empowering the community because in addition to fighting poverty and inequality, they also encourage the community to be more active and full of initiative. There is already a lot of evidence that shows that when the initiative is only carried out by the government and never placed in the community, the development journey is colored by various forms of monopoly and manipulation.
The era of globalization cannot be avoided by this country, especially economic development. One thing that needs to be done to avoid the pollution that occurs is to create a development strategy that produces "superior products" whose birth and development process are not easily dictated by other countries. Regional empowerment or development should be made a priority in our future development. Such efforts require three important things, namely (1) the form of real contribution from the regions expected by the central government in the basic development process; (2) the aspirations of the community itself, especially those reflected in the priorities of regional development programs; and (3) inter-regional linkages in the economic and political system.
In essence, development activities need to be directed to change the lives of the community, especially the poor, for the better. Development planning and implementation should include efforts to empower the community so that the community has access to economic (and political) resources.
The environment is a resource that is currently considered increasingly worrying. In discussing environmental issues, attention is usually focused on the dimensions of social relations related to the environment, as well as social problems that arise and develop as a consequence of these social relations. These social relations can reflect social integrity, but can also reflect social conflict.
Furthermore, social relations related to the environment can theoretically form two models of social structure. First, it is elastic, in the sense that the elite or ruling group is at the top of the strata. They are very free to monopolize the interpretation of the level of benefits or functions of the environment, and provide little opportunity for the possibility of developing a diversity of understandings about the benefits and functions of the environment. Meanwhile, the second model is horizontal in nature, in the sense of opening up opportunities for dialogue, developing two-way communication and respecting the possibility of differences in understanding as long as they do not conflict with the values and social norms that are institutionalized in society.
In class theory, those accused of manipulating or exploiting values are the class that controls economic resources. The values they form are articulated in such a way that what grows and develops in society is always true. The values and social norms that are developed, the social status and roles that are distributed, and the social networks that are built, are all based on economic interests.
In this context, these values are primarily placed as ideologies or systems of ideas that provide legitimacy for economic interests. It is not surprising that the class that controls economic resources is in a position that is completely advantageous. On the other hand, the lower class, especially those who do not have access to economic resources, are continuously exploited and do not have the opportunity to question their position. The condition of society becomes stuck, stagnant, especially because their desire to improve their fate is hampered by certain interpretations of the benefits and functions of the environment that have been institutionalized in society.
Social values related to the interpretation of the benefits and functions of the environment are used to create a picture of the life of society in the future in which prosperity will be created. From here, symbols are then built that encourage the birth of a conceptualization of a certain social structure and social system in the future, in addition to providing direction on how to make it happen. The existing social structure and social system are considered no longer conducive to environmental sustainability, and thus must be changed.
