Community empowerment is a development process that makes the community take the initiative to start the process of social activities in improving their own situation and condition. Community empowerment can only happen if the community itself also participates. So in essence the keywords of empowerment include: the development process, community initiative, improving the situation and condition of themselves.

In other words, the success of a community empowerment program or activity is not only determined by the party carrying out the empowerment, but also by the activeness of the empowered party to change the situation and condition to be better than before.
