It is now well established that health-releted problems inrease with both age and increase with both age and inactivity(Mathers et al 1999 US Departent of Health and Huan Services 1996, World Health Organiation 1996). With the rapid population-ageing that is currently occurring throughhout industrialized nations the number of elders seeking inforation,advice,support or treatment in order to regain,maintain or improve their physical abilities will rapidly increase. Compared with young adults,people over the age of 65 years have a high incidence of cronic conditions such as osteoarthitis,diabetes,depression,stroke,and parkinson's disease(WHO 1996) More than 85% of individualas aged 65-100 years have at least one chronic condition and the number continues to increase with advancing age(Hoffman et al 1996, Rice et al 1996).Evidence is accumulating that the onset,rate of progression and saverity of many disiases in older people can prevented,minimized or delayed with the provision of effective health promotion programmes,therapeutic exercisesof physicl activities (Australian Institute of Health and Welfare 1996,Harvey 1991,Nutbeam et al 1993).
